Mods wont download steam

Every time I try to subscribe to a mod on the steam workshop, it doesn't show up in the launcher or download to my mods folder. Even if I launch the game and restart, it doesn't show up. I have tried this with multiple mods and relaunched multiple times. Users reported that when they access the Steam Beta too frequently, the Steam Workshop does not download subscribed mods. Ive updated and verified all of my mods. have tried restarting steam client. have tried running DZSA Launcher as Administrator. made sure nothing on steam would be preventing downloads. have tried multiple servers, still the same issue.
